Both of his parents were stay-at-home parents; his father worked for the city as an assistant fire chief, while his mother was a housewife. McCarthy shares with pride the fact that one of his grandfathers owned and operated a cattle ranch.
McCarthy’s ancestry may be traced to both Italy and Ireland, where his family originated. Both of his grandfathers were immigrants; the one on his mother’s side came from Italy, while the one on his father’s side came from Ireland. McCarthy still considers Bakersfield to be his place of residence many years after he became the fourth generation of his family to settle in the California county in where he was born. McCarthy did go against the party affiliation of his other family members, who were all Democrats, when he made the decision to switch to the Republican Party.
McCarthy and his wife Judy have made Bakersfield their permanent residence, and McCarthy is an active participant in the Bakersfield Community Action Partnership.
When McCarthy was younger, one of his early life objectives was to start his own company. In order to pay for his education at California State University, he decided to sell the company he had started, Kevin O’s Deli, which he had previously established.
Kevin McCarthy received his undergraduate degree as well as his master’s and doctoral degrees from California State University, Bakersfield. He also attended this school for his postgraduate work. McCarthy graduated with a Bachelor of Science in Business Administration in the field of marketing in the year 1989. He completed his Master of Business Administration degree in 1994 after going back to school to pursue it.

Biography, Career/Education and Achievements
McCarthy began his career in politics in 1987 when he was still a student by taking a job in the office of Congressman Bill Thomas. McCarthy did this while he was still attending college. Up to the year 2002, he would serve as a member of the staff for Congressman Thomas. In 1995, he served as the leader of the Young Republicans organization in the state of California. In addition to that, he led the Young Republican National Federation from 1999 till 2001. This position was held by him.
McCarthy served in this capacity throughout his tenure as the district director in Congressman Thomas’s office, notably in the latter half of the 1990s and the early 2000s.
McCarthy did not win his first election for a position in the state legislature or as a legitimate politician. Nevertheless, he won the election to serve as a trustee for the Community College District in the area.
With his election to the California State Assembly in 2001, McCarthy established himself as a legitimate politician in the state of California. In 2003, he served as the head of the Republican caucus on the assembly floor. In 2006, he would enter the race for a seat in the House of Representatives of the United States of America and end up winning.
McCarthy was promoted to fill the position that had been vacant since his immediate predecessor and previous employer, Bill Thomas, had departed. McCarthy received 85 percent of the vote in the primary election to win the seat that corresponded to California’s 22nd Congressional District. He garnered slightly over 70 percent of the vote, which was enough to win the election overall.
In 2008, McCarthy campaigned for the seat once again without facing any opposition, and in 2010, he won despite the fact that a write-in candidate received little more than one percent of the vote.
The 22nd Congressional District was given the new designation of the 23rd Congressional District prior to the 2012 election cycle. The 22nd Congressional District would be reduced in size in certain regions (such the Central Coast), but it would gain the majority of Tulare County. Despite this, the redistricted region was mostly Republican, and McCarthy was confident that he would retain his seat despite the presence of an independent candidate.
Once again, McCarthy was successful in the years 2014, 2016, and 2018. McCarthy was able to secure a seat as House Minority Leader despite the shift of power in the House of Representatives to the Democratic majority. The Democrats managed to keep their majority in the House during the 2020 election cycle. McCarthy is now holding the position of Minority Leader for the chamber of Congress in which he serves.
